Britain鈥檚 Territorial Constitution: Can The Union Hold?

The MacKell Chair in Federalism welcomes Professor Adam Tomkin, from the University of Glasgow.

Adam Tomkins has held the John Millar Chair in Public Law at the University of Glasgow since 2003, having previously taught in Oxford and at King鈥檚 College London.聽

His expertise lies in British constitutional law and his current research focuses on the territorial constitution in the light of devolution and in the aftermath of the 2014 Scottish independence referendum.聽

He was an adviser to the UK Government during that referendum and sat on behalf of the Scottish Conservatives on the Smith Commission, which agreed a package of further devolution to Scotland, currently being legislated for in a new Scotland Bill.聽

Recent relevant publications include 鈥淪cotland鈥檚 Choice, Britain鈥檚 Future鈥 (2014) 130聽Law Q Rev聽215 and the Bingham Centre for the Rule of Law鈥檚 paper,聽 [.pdf](2015), of which Professor Tomkins was a principal author.
